Discover Durham is Durham's marketing and sales agency, helping draw nearly 12 million leisure, business, and sports visitors to our vibrant, eclectic community last year. We are currently recruiting a senior level, strategically-minded executive to lead our finance, HR, and operations teams (a staff of about six, plus vendor partners and Visitor Center volunteers) in anticipation of our COO's retirement. The individual selected will be a vital member of Discover Durham's Executive Team, helping set direction and ensure the organization's continued performance excellence.

Summary:

The VP of Finance, HR, & Operations directs and supervises all work related to Discover Durham's (DD) and the Durham Sports Commission's (DSC) accounting, finance, HR, IT, facilities, and other operational functions. The VPFHO helps develop, and supports, the business and marketing plans, oversees the financial affairs of both organizations and ensures compliance in all state and federal guidelines related to workforce.  Direct reports include the Senior Manager of Operations, Accounting Manager, and Operations Manager, and the extended team includes Visitor Information Center and database management staff.

Responsibilities:

Administration/Leadership

  • Direct and ensure continuous improvement of appropriate policies, internal controls, standards and procedures.
  • Oversee, direct and organize the work of the accounting, HR and operations staff.
  • Serve as a member of the executive team and work collectively to establish procedures and practices that will achieve DD's objectives, safeguard its assets and provide for a healthy, productive work environment.
  • Serve as back up for the President & CEO on relevant issues as needed.
  • Build network of external relationships with community partners related to job functions.

Financial

  • Advise the President/CEO and other members of senior management on financial planning, budgeting, cash flow, forecasting, investment priorities and policy matters.
  • Ensure DD and DSC budgets, financial reports and accounting procedures are produced accurately according to rules set forth by the Local Government Budget and Fiscal Control Act and within required time frames.
  • Continually improve accounting systems, policies, and practices to ensure diligent compliance with accounting standards and best practices, while optimizing efficiency.
  • Plan, coordinate and execute the annual budget process for each organization.
  • Oversee the annual independent financial audits, ensuring compliance with fiduciary requirements.
  • Oversee state and federal reports as required.
  • Prepare monthly reports for the DD and DSC boards.
  • Produce estimates of economic impact data for internal and external audiences using industry-standard methodology.

Human Resources

  • Provide complete oversight of the performance management process to include education and training, salary reviews, consistent application of the ratings scale, and semi-annual review processes.
  • Institute best practices for all personnel procedures and policies.
  • Create an environment that supports personal development and oversee related processes.
  • Assist in creating and adopting an agile management culture.
  • Oversee staff recruitment and retention processes that follow best practices.
  • Manage benefits portfolio, including contract negotiations and oversight.

Information Technology

  • Provide proactive leadership to ensure technology platforms and tools support and anticipate the organization's needs and enhance productivity.
  • Ensure technology systems, hardware, and platforms meet accepted IT standards; manage data security and vulnerabilities.
  • Oversee systems, processes, projects and service providers to ensure technology and practices are maintained and upgraded as appropriate.

 

Qualifications:

  • Business, accounting or related degree mandatory
  • Minimum 10 years' experience in financial management roles, including at least 2-4 years in a senior level position responsible for working with external auditors and leading in-house financial management and reporting
  • Familiar with NC local government financial policies
  • Direct knowledge of, and experience working in, accounting and reporting systems
  • Proven track record of success facilitating progressive organizational change and development
  • Excellent judgement and creative problem-solving skills
  • Senior management skills; ability to influence and engage direct and indirect reports and peers
  • Excellent written, oral, interpersonal and presentation skills
  • Strong mentoring, supervising and coaching experience with staff at diverse levels of experience
  • Strong familiarity with HR laws and practices
  • Knowledge of Great Plains accounting system is a plus

Discover Durham (name recently changed from Durham Convention & Visitors Bureau) is Durham's marketing and sales agency. Established in 1989, DD's mission is to fuel the local business climate and broaden the local tax base by attracting and serving visitors to Durham.   DD's annual budget is about $5 million, which helps net more than $800 million annually in visitor spending to Durham.

The organization also has a long history of annual independent audits with no reportable conditions or management letters.

 

SALARY AND BENEFITS

Discover Durham offers a competitive (low six-figure) salary commensurate with experience and benchmarked against similar destination marketing organization positions.  Benefits include 100% employer-paid medical insurance premiums for staff; dental, short- and long-term disability and life insurance; a health savings account with quarterly employer contributions; 12 paid holidays and 17 days of PTO, with PTO increasing with longer tenure; an optional employee wellness program; and free parking.   DD participates in the state's defined benefit retirement plan, contributing more than 13% of your total earnings to the plan on your behalf with a required 6% employee match.  There are elective 401k, 457B, and Roth IRA programs available as well as optional supplemental insurance policies (accident, cancer, critical illness, etc.) via payroll deduction. 

 

Governance

Discover Durham was chartered as a tourism development authority in the mid-1980s by state and local governments to spearhead the proactive, strategic, visitor-centered economic and cultural development of Durham.  A public agency, it is funded by reinvesting a portion of the visitor-paid room occupancy tax into destination promotion and marketing. It has a publicly-appointed board consisting of 11 members representing lodging, foodservice, major employers, retail or transportation, visitor features or entertainment, citizens at large and elected representatives of local government.
